{"id":306,"date":"2016-01-07T17:50:46","date_gmt":"2016-01-07T16:50:46","guid":{"rendered":"https:\/\/www.observatoire-du-nucleaire.org\/?p=306"},"modified":"2026-09-05T09:45:25","modified_gmt":"2026-09-05T07:45:25","slug":"defauts-de-la-cuve-de-lepr-lobservatoire-du-nucleaire-denonce-un-arrete-ministeriel-sur-mesure-pour-edf","status":"publish","type":"post","link":"https:\/\/www.observatoire-du-nucleaire.org\/?p=306","title":{"rendered":"D\u00e9fauts de la cuve de l\u2019EPR&nbsp;: l\u2019Observatoire du nucl\u00e9aire d\u00e9nonce un arr\u00eat\u00e9 minist\u00e9riel \u00ab&nbsp;sur-mesure&nbsp;\u00bb pour&nbsp;EDF"},"content":{"rendered":"<p class=\"wp-block-paragraph\">Le 3&nbsp;jan\u00advier 2016, le Journal offi\u00adciel de la R\u00e9publique Fran\u00e7aise a&nbsp;publi\u00e9 un arr\u00ea\u00adt\u00e9 minis\u00adt\u00e9\u00adriel<span class=\"spip_note_ref\">&nbsp;[<a class=\"spip_note\" href=\"#nb1\" id=\"nh1\" rel=\"appendix\">1<\/a>]<\/span> taill\u00e9 sur mesure pour per\u00admettre la vali\u00adda\u00adtion de la cuve du r\u00e9ac\u00adteur nucl\u00e9aire EPR de Flamanville mal\u00adgr\u00e9 ses graves d\u00e9fauts.<\/p>\n<figure class=\"wp-block-image size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"500\" height=\"306\" src=\"https:\/\/www.observatoire-du-nucleaire.org\/wp-content\/uploads\/2026\/09\/cuve-epr-f1c16-4cignssr3d.jpg\" alt class=\"wp-image-708\" srcset=\"https:\/\/www.observatoire-du-nucleaire.org\/wp-content\/uploads\/2026\/09\/cuve-epr-f1c16-4cignssr3d.jpg 500w, https:\/\/www.observatoire-du-nucleaire.org\/wp-content\/uploads\/2026\/09\/cuve-epr-f1c16-4cignssr3d-300x184.jpg 300w\" sizes=\"auto, (max-width: 500px) 100vw, 500px\"><figcaption class=\"wp-element-caption\">La cuve de l\u2019EPR pr\u00e9\u00adsente de tr\u00e8s graves d\u00e9fauts<\/figcaption><\/figure>\n<p class=\"wp-block-paragraph\">Pour m\u00e9moire, la cuve du r\u00e9ac\u00adteur EPR de Flamanville, tout comme les deux cuves livr\u00e9es aux Chinois pour la cen\u00adtrale nucl\u00e9aire de Taishan, pr\u00e9\u00adsente <strong>de tr\u00e8s graves malfa\u00e7ons.<\/strong><\/p>\n<p class=\"wp-block-paragraph\">Ainsi, alors que la r\u00e9sis\u00adtance doit \u00eatre par\u00adtout de 60 Joules mini\u00admum, diverses zones de la cuve pr\u00e9\u00adsentent des r\u00e9sis\u00adtances net\u00adte\u00adment inf\u00e9\u00adrieures, <strong>des\u00adcen\u00addant jusqu\u2019\u00e0 36 Joules seule\u00adment<\/strong>.<\/p>\n<p class=\"wp-block-paragraph\">Alors que la cuve de l\u2019EPR de Flamanville devrait d\u2019ores et d\u00e9j\u00e0 <strong>\u00eatre inter\u00addite<\/strong> d\u2019utilisation par l\u2019Autorit\u00e9 de s\u00fbre\u00adt\u00e9 nucl\u00e9aire (ASN), celle-ci a&nbsp;au contraire enga\u00adg\u00e9 une irres\u00adpon\u00adsable \u00ab&nbsp;<strong>pro\u00adc\u00e9\u00addure d\u00e9ro\u00adga\u00adtoire <i>d\u2019autorisation<\/i><\/strong>&nbsp;\u00bb<span class=\"spip_note_ref\">&nbsp;[<a class=\"spip_note\" href=\"#nb2\" id=\"nh2\" rel=\"appendix\">2<\/a>]<\/span>.<\/p>\n<p class=\"wp-block-paragraph\">L\u2019arr\u00eat\u00e9 publi\u00e9 le 3&nbsp;jan\u00advier 2016 vient com\u00adpl\u00e9\u00adter le pro\u00adjet des auto\u00adri\u00adt\u00e9s fran\u00ad\u00e7aises (pou\u00advoir poli\u00adtique et ASN) d\u2019autoriser EDF \u00e0&nbsp;uti\u00adli\u00adser cette cuve mal\u00adgr\u00e9 ses graves d\u00e9fauts.<\/p>\n<p class=\"wp-block-paragraph\">Cet arr\u00ea\u00adt\u00e9 pr\u00e9\u00adcise expli\u00adci\u00adte\u00adment que <strong>\u00ab&nbsp;<i>l\u2019Autorit\u00e9 de s\u00fbre\u00adt\u00e9 nucl\u00e9aire peut (\u2026) auto\u00adri\u00adser l\u2019installation, la mise en ser\u00advice, l\u2019utilisation et le trans\u00adfert d\u2019un \u00e9qui\u00adpe\u00adment sous pres\u00adsion nucl\u00e9aire ou d\u2019un ensemble nucl\u00e9aire n\u2019ayant pas satis\u00adfait \u00e0&nbsp;l\u2019ensemble des exi\u00adgences r\u00e8gle\u00admen\u00adtaires<\/i>&nbsp;\u00bb<\/strong>.
